Budget 2026: Finance Ministry To Hold Halwa Ceremony Today, Signalling Final Stage Of Budget Preparation

The finance ministry will hold the customary halwa ceremony on Tuesday, marking the beginning of the final and most confidential phase of preparations for the Union Budget 2026-27.

The ceremony, a long-standing tradition in India’s budgetary process, symbolises the transition from drafting and deliberations to the finalisation of the Budget document. It is expected to be attended by Finance Minister Nirmala Sitharaman and senior officials of the ministry, along with staff who have been closely involved in the Budget-making exercise.

Following the halwa ceremony, around 60-70 officials directly associated with the preparation and finalisation of the Union Budget will enter the lock-in period. During this phase, they will remain cut off from all external communication until the Budget is presented in Parliament. The lock-in is a critical confidentiality measure aimed at preventing any leakage of sensitive fiscal information, including tax proposals, expenditure allocations, and policy measures. 

Traditionally, the lock-in period was closely linked to  the physical printing of Budget documents at North Block. While the Budget has largely moved to a digital format in recent years, the lock-in period has been shortened over time due to increased digitisation.

From North Block To Kartavya Bhawan

Despite the Ministry of Finance shifting to Kartavya Bhavan last year, the Union Budget 2026–27 will be printed at the North Block press due to logistical constraints at the new premises. While new machines have been installed and trials are underway at Kartavya Bhavan, officials opted for the old facility to ensure timely and confidential printing. 

The halwa ceremony itself carries both symbolic and administrative significance. In keeping with Indian tradition, the distribution of a sweet dish is seen as an auspicious way to mark the start of an important task. At the same time, it serves as an institutional marker that the Budget has entered its final stretch.

The Union Budget 2026-27 is expected to place a strong emphasis on deregulation, with the government looking to simplify rules, reduce compliance burdens, and improve the ease of doing business across sectors. The focus is likely to be on rationalising laws and processes that slow down investment, trade, and manufacturing, as policymakers aim to make India more competitive amid a challenging global economic environment.

Officials indicate that deregulation will go hand in hand with measures to boost domestic manufacturing, exports, and private investment. By easing regulatory bottlenecks and streamlining approvals, the government hopes to unlock growth, strengthen supply chains, and support long-term economic expansion in the run-up to Budget 2026–27.

With the halwa ceremony, the Budget process formally moves into its concluding phase, setting the stage for the Finance Minister’s presentation of the Union Budget in Parliament on February 1.

An Iranian amateur boxer was shot and killed by Iranian security forces during ongoing anti-regime protests near Tehran, and his father spent a week searching before identifying his body in a black body bag.

Harrowing footage circulating online shows his distraught father desperately searching among piles of bodies covered with black body bags, crying out for his missing son.

Sepehr Ebrahimi, 19, was killed on Jan. 11 in the Andisheh area, approximately 19 miles west of Tehran’s city center, according to Iranian opposition sources.

“Sepehr was shot and killed in Tehran,” Ali Safavi, a senior official with the National Council of Resistance of Iran (NCRI), told Fox News Digital.

Video shared on social media, which was viewed by Fox News Digital, shows Ebrahimi’s father calling out his son’s name as he searches a warehouse filled with unidentified bodies following a violent crackdown on demonstrators.

“My dear Sepehr, where are you?” the father can be heard crying. At one point, he shouts, “Damn Khamenei. They have killed the children of so many people. You killed so many young people!”

According to Safavi, Ebrahimi was shot with live ammunition by Iran’s security forces during protests against the clerical regime.

His family spent an agonizing week searching through morgues, hospitals and detention facilities before finally identifying his body among piles of corpses, also shown in the viral footage.

The killing comes amid ongoing demonstrations across Iran, as anger continues to simmer over political repression, economic hardship and human rights abuses.

Ebrahimi’s death has also renewed attention on the case of another Iranian boxer, Mohammad Javad Vafaei Sani, who is on death row.

Vafaei Sani, now 30, is a champion boxer who was arrested in 2020 for participating in nationwide pro-democracy protests.

Iranian authorities accused him of supporting the opposition group the People’s Mojahedin Organization of Iran (MEK).

He has spent five years in prison, during which he has reportedly been tortured and held in prolonged solitary confinement, according to rights organizations.

In 2023, more than 100 human rights experts and international organizations sent a letter to U.N. High Commissioner for Human Rights Volker Türk, urging urgent intervention to stop Vafaei Sani’s execution.

His death sentence echoes the case of Iranian wrestling champion Navid Afkari, who was executed in September 2020.

Meanwhile, the death of Ebrahimi and others come as Iran’s protest-related death toll continues to rise.

According to the Human Rights Activists News Agency (HRANA), at least 6,126 people have been killed since the start of the latest wave of protests.

HRANA also reported that 214 government-affiliated forces and 49 civilians have also been killed, while more than 17,000 deaths remain under investigation.

At least 87 individuals connected to the Venezuelan terrorist organization Tren de Aragua (TdA) have been indicted for a massive scheme in which members allegedly stole millions of dollars from ATMs nationwide, a crime commonly known as “ATM jackpotting.”

The U.S. Attorney’s Office for the District of Nebraska announced Monday 31 new defendants, joining 56 others previously charged in a major Homeland Security Task Force operation.

The criminal ring, largely composed of Venezuelan and Colombian nationals and TdA members, used the stolen funds to fuel its terrorist activity, including human trafficking, sex trafficking of children, kidnapping, murder and “other unspeakably evil and violent acts,” according to U.S. Attorney Lesley A. Woods for the District of Nebraska.

“Tren de Aragua is a complex terrorist organization that commits serious financial crimes in addition to horrific rapes, murders, and drug trafficking,” Attorney General Pamela Bondi said in a statement.

“This Department of Justice has already prosecuted more than 290 members of Tren de Aragua and will continue working tirelessly to put these vicious terrorists behind bars after the prior administration let them infiltrate our country,” she added.

January’s indictment alleges 32 counts involving bank fraud, bank burglary, computer fraud and damage to computers.

According to the Justice Department, members allegedly hacked into ATMs and forced machines to dispense cash by deploying a malware variant known as Ploutus, which was designed to delete evidence of its presence in an effort to conceal the crime.

Officials said members arrived at targeted banks and credit unions to scout ATMs and note any external security features. The groups would then open the hood or door of the machines and wait to determine whether an alarm or a law enforcement response had been triggered. Once clear, the groups installed malware by removing the hard drive and installing the software directly, replacing the hard drive with one preloaded with Ploutus, or connecting an external device, such as a thumb drive, to deploy the malware.

The update follows two similar indictments last year in December and October. The total 87 individuals involved face a range of federal offenses, including material support to a designated foreign terror organization, bank burglary, bank fraud, money laundering, damage and unauthorized access to protected computers, and conspiracy to commit the same offenses.

India and the European Union have concluded negotiations on a long-coveted trade deal that will be announced on Tuesday, the South Asian nation’s trade secretary said on Monday, an accord both sides hailed as historic as they contend with strained US ties.

The deal paves the way for free trade of goods between the bloc of 27 European nations and India, which together make up a quarter of the world’s gross domestic product and a market of 2 billion consumers.

“It will be a balanced, forward-looking deal for better economic integration with the EU. The deal will propel trade and investment between both sides,” said India Trade Secretary Rajesh Agrawal.

Trade between the two sides stood at $136.5 billion in the fiscal year through March 2025.

Flurry of trade deals

The formal signing would take place after legal vetting expected to last five to six months, an Indian government official aware of the matter said.

“We expect the deal to be implemented within a year,” the official added.

The agreement comes days after the EU signed a pivotal pact with the South American bloc Mercosur, following deals last year with Indonesia, Mexico and Switzerland.

During the same period, New Delhi finalised agreements with Britain, New Zealand and Oman.

The spate of deals underscores global efforts to hedge against the United States as President Donald Trump’s bid to take over Greenland and tariff threats on European countries test longstanding alliances among Western nations.

After nearly two decades of on-off negotiations, the deal will see India open up its vast and guarded market, the world’s largest, to free trade with the EU, its biggest trading partner.

Fast-track talks agreed last year

India and the EU pushed to close the deal after Prime Minister Narendra Modi and European Commission President Ursula von der Leyen agreed to fast-track negotiations last year.

Two-way talks, relaunched in 2022 after a nine-year lull, gathered momentum after Trump imposed import tariffs on several trading partners, including a 50% tariff on goods from India.

An India-US trade deal collapsed last year after a breakdown in communication between their two governments.

Both the EU and India had been locked in last-minute give and take over cars and steel trade, among the final points of contention.

The EU had sought sharp cuts by India in import duties on its cars that can exceed 100%, while India – a major steel producer – has been pushing the EU to reduce trade curbs to its steel exports.

Reuters reported on Sunday that India was planning to slash tariffs on cars imported from the EU to 40% from as high as 110% as part of the deal.

Negotiations excluded some sensitive farm and dairy items, as New Delhi maintains the need to protect millions of subsistence farmers.

Ellen DeGeneres is pushing back against a lawsuit tied to a 2023 California car crash, arguing that she was never properly served legal papers despite claims from the woman suing her. 

The dispute centers on whether DeGeneres legally received notice of the case, which accuses her of causing a traffic accident that resulted in injuries.

According to court documents dated January 21 and obtained by Us Weekly, DeGeneres’ legal team states that the paperwork was not delivered to her home or personal place of business. 

The filing explains that documents were left on December 23, 2025, at the receptionist desk of Neuman + Associates, a business management firm. 

The response makes clear that the location “is not Ms. DeGeneres’ dwelling house, usual place of abode, or usual place of business,” and adds that she was not there at the time.

The woman bringing the lawsuit has claimed that a process server also attempted to deliver the documents at NKSFB, LLC on January 6 and January 7, leaving them with an “Employee/Security Guard.” Neuman + Associates is a division of NKSFB. 

DeGeneres’ response strongly disputes that this counts as proper service, stating, “There was no reason to believe Ms. DeGeneres would be there at all, and specially not on those two random days in January.” 

The filing further argues, “It should be reasonably apparent to anyone, especially a process server, that a security guard at a 20-story building is not ‘in charge’ of a business on the fifth floor of that building.”

The documents also note that it would be “extremely unlikely” that the employee involved would have any direct relationship with DeGeneres or be expected to reliably deliver sensitive legal papers to her.

Harley Neuman, who heads Neuman + Associates and serves on the board of the Ellen DeGeneres Wildlife Fund, also submitted a statement supporting DeGeneres’ claim. 

In documents dated January 21, he said, “I have a business relationship, through Neuman + and am generally familiar with Ms. DeGeneres’ business operations and personal living situation.” 

While he acknowledged that documents were left at the office, Neuman said DeGeneres was not present at the time. 

He added that there was no interaction with the process server, no explanation of what the documents contained, and no signed acknowledgment of receipt. 

He also said he is not aware of any copy of the summons and complaint being mailed to the office.

The lawsuit itself was filed in September 2025. 

The woman suing DeGeneres alleges that the former talk show host ran a stop sign and hit her Tesla in Santa Barbara County in October 2023.

She is accusing DeGeneres of negligence and claims she was injured in the crash. The plaintiff is seeking an unspecified amount in damages.

DeGeneres, who turned 68 on January 26, currently lives in the U.K. with her wife, Portia de Rossi, after relocating in 2024. The court date for the case is scheduled for April 30.

A former Portland Trail Blazers player is taking his best shot at being the next governor of Oregon.

Chris Dudley, a Republican and 16-year NBA veteran, announced his candidacy for the role in a video posted online.

“I love Oregon, and even though we have some serious problems, there are solutions and I believe our best days are ahead of us,” he said in the video.

Dudley spent six of his 16 NBA seasons in Portland as the team’s center.

Dudley, who was born in Connecticut and went to high school in San Diego, California, played in Portland from 1993-97 before returning for the 2001-02 season. He played his final two seasons with the Trail Blazers before retirement.

Dudley came within less than two percentage points of becoming Oregon’s governor in 2010, falling to then-incumbent Democrat John Kitzhaber, 49.3% to 47.8%.

He joins a field now of 14 Republicans who have all announced they will be running to defeat current Gov. Tina Kotek. Kotek and five other Democrats also announced they are running.

The Oregon primary election is set for May 19.

Dudley began his NBA career with the Cleveland Cavaliers, who selected him in the fourth round of the 1987 NBA Draft. He played parts of three seasons there before a trade to the New Jersey Nets.

“I’m a romantic in what I choose for dinner, what pajamas I wear, not just like, you know, sexy,” Slate explains. “I’m talking, like, there’s romance in everything.”

She also insisted that her approach is not limited to traditional ideas of intimacy or attraction, but rather a way of engaging with the world thoughtfully and emotionally. 

“This isn’t my original idea, but there’s eroticism in everything, you know,” she added. “The writer, Adrienne Maree Brown, you know, that whole theory. Anyway, I am one of these people that wants to find it everywhere, and I hope I do.”

Slate added that this mindset naturally carried into her latest film, Carousel, directed by Rachel Lambert. In the romantic drama, Slate plays Rebecca, the former high school girlfriend of Noah, portrayed by Chris Pine, whose return to their hometown reopens unresolved feelings. 

Slate said she found the role particularly compelling because the story embraces emotional complexity rather than idealised perfection. Playing characters who represent “the one that got away” felt honest and familiar, and she noted that stepping into moments of emotional intensity comes easily to her.

Cricket Scotland on Monday announced a 15-member squad for the ICC Men’s T20 World Cup 2026, after Bangladesh were excluded from the tournament to be co-hosted by India and Sri Lanka.

Experienced top-order batter Richie Berrington will lead the European side in the 20-team tournament, with the squad featuring 11 players who participated in the previous edition, played in the West Indies and the USA in 2024.

The squad further includes Tom Bruce, Finlay McCreath and Oliver Davidson, who are set to feature in a World Cup for the first time, while Afghanistan-born pacer Zainullah Ihsan received a maiden call-up for the upcoming extravaganza briefly after qualifying to play for Scotland.

Besides the 15-member squad, Scotland also named two travelling and three non-travelling reserves for the tournament and stressed that the selection was subject to all player and staff visa applications being approved since they received a last-minute inclusion, replacing Bangladesh.

The Bangladesh Cricket Board (BCB) formally approached the ICC to move its national team’s matches from India to Sri Lanka earlier this month after the Indian Premier League (IPL) franchise Kolkata Knight Riders (KKR) announced releasing experienced pacer Mustafizur Rahman from their squad.

The BCB and ICC were then involved in several negotiations, but a settlement could not be reached, and the apex body, earlier this week, formally announced dismissing the board’s plea by asserting that the tournament’s schedule would remain intact and gave it a 24-hour ultimatum.

Bangladesh, however, remained firm on their stance and were eventually replaced by Scotland in Group C of the 20-team tournament as the ICC dismissed their plea due to the absence of any “credible or verifiable” security threat.

For the unversed, Scotland will start their T20 World Cup 2026 campaign against West Indies on February 7 in Kolkata, where they will be playing two more group-stage matches against Italy on February 9 and England on February 14.

The European side will then travel to Mumbai, where they will lock horns with Nepal in their final group-stage fixture on February 17.
