Union Budget 2026: From assembly to autonomy – What’s next for India’s manufacturing? - The Times of India

With the Union Budget just days away, the manufacturing sector is being seen as one of the main reasons India has stayed economically resilient—even as many countries face slow growth. The Economic Survey 2025–26 has set an upbeat tone, projecting India’s GDP growth at 7.4 per cent for the current financial year. In simple terms, that projection signals confidence that factories, construction, and businesses will keep expanding, creating jobs and supporting incomes.

Growth, Inflation, Jobs Improve, But Risks Loom: What CEA’s Economic Survey Briefing Really Reveals

A big reason behind this optimism is the government’s push to make India a global export hub—meaning a country that not only produces for its own needs, but also sells more goods to the rest of the world. Exports matter because they bring foreign currency into the country, support industrial expansion, and can create steady employment in manufacturing and related services like logistics.Government data for FY 2024–25 shows India’s total exports reached $825.3 billion. However, this rise was mainly driven by strong growth in services exports—things like IT services, consulting, financial services, and back-office work sold to global clients.Manufacturing exports (physical goods like electronics, medicines, machinery, textiles, etc.) also got a lift, with one major driver being the Production Linked Incentive (PLI) schemes.Think of PLI as a government program that rewards companies for producing more in India: if firms meet certain production targets, they receive incentives. The goal is to make it easier and more attractive to manufacture at scale in India rather than import finished products.Based on the government press release, the PLI schemes (across 14+ sectors) have, as of late 2025:

  • Attracted over Rs 2.0 lakh crore in actual investment (money put into factories, equipment, and operations)
  • Generated incremental production and sales of more than Rs 18.7 lakh crore (additional goods produced/sold compared to earlier levels)
  • Directly contributed to exports of over Rs 8.20 lakh crore, led by electronics, pharmaceuticals, and telecom products

Put simply, the government is claiming that PLI has helped companies invest more, produce more, and export more—especially in sectors where India wants to become globally competitive. This year’s Budget is expected to give more clarity and funding for the National Manufacturing Mission announced last year. The idea is to create a practical blueprint for different types of industries—small, medium, and large—so that policy support is not one-size-fits-all.Key areas that are likely to get attention include:

  • Electronics and semiconductors: Continued funding for the India Semiconductor Mission, because chips are the “brains” inside phones, cars, appliances, and industrial machines; reducing chip imports can make India’s supply chains more secure and lower costs over time
  • Green energy manufacturing: Higher priority for EV batteries, solar PV modules, and green hydrogen, as India tries to build domestic capacity for clean-energy equipment (instead of importing it) while also moving toward net-zero targets
  • MSME support: Expanded credit guarantees (up to Rs 10 crore) and interest support to help smaller manufacturers access affordable loans; this matters because small firms often struggle with working capital, expensive credit, and the costs of meeting export-quality standards.

For common readers, the MSME piece is crucial. When smaller manufacturers can borrow at reasonable rates and invest in better machinery or quality systems, they can supply bigger companies, compete in export markets, and hire more workers locally. The 2025–26 Budget kept a strong focus on infrastructure-led growth by announcing a record capital expenditure (capex) outlay of Rs 11.21 lakh crore. Capex is essentially long-term spending—roads, railways, ports, industrial corridors, power systems, and logistics upgrades. This matters to manufacturing because infrastructure reduces the “cost of doing business.” Better highways and ports can cut delivery time, reduce fuel and storage costs, and improve reliability—key factors for exporters competing against countries with efficient logistics. For Budget 2026, the expectation is that the government will keep this capex momentum but focus more on “outcome-based” spending. In other words, not just announcing big allocations, but showing measurable results—like higher factory output, stronger exports, and improved global market share for Indian products.

The most unique thing Trump could do with stolen money recovered from blue states

NEWYou can now listen to Fox News articles!

Several recent news stories inspired me to think of a way to help the neediest in our nation. Most especially those being ripped off in our “blue” states.

The first story deals with the tens of billions of taxpayer dollars stolen by organized fraud rings in Minnesota, California, New York and in a number of other “blue” states. Some estimates range well over $100 billion. Literally, the equivalent of the Gross National Product of many nations of earth being stolen from the American people.

The next story deals with the ever-growing controversy involving far-left Minnesota Democrat Rep. Ilhan Omar’s personal wealth. For years, many have wondered if Omar legally entered the United States and what her legal status is at the moment. But in addition to that mystery comes one news story after the other, seeming to document the fact that the personal wealth of her and her husband has skyrocketed of late. Inquiring minds want to know “how?”

Just one year ago, the congresswoman’s required federal financial disclosure form listed two assets at a combined maximum of approximately $51,000. Now, those two assets are listed at a combined maximum of approximately $30 million. Other than stock tips from former Democrat House Speaker Nancy Pelosi, what is Omar’s secret? Or, what is she hiding?

CONGRESS OPENS ‘INDUSTRIAL-SCALE FRAUD’ PROBE IN MINNESOTA, WARNS WALZ DEMANDS ARE ‘JUST THE BEGINNING’

Minnesota locations accused of fraudulent claims were investigated by Fox News Digital, uncovering vacant lots and non-existent suites (Nikolas Lanum/Andrew Mark Miller/Fox News Digital)

Last, was a recent very telling report from Fareed Zakaria on CNN stating in part: “If America has an affordability crisis, it tends to be in places Democrats govern, like New York, Illinois and California, which all feature high taxes, soaring housing costs and stagnant outcomes in basic areas like education and infrastructure…” Always a bit shocking when CNN and the greater left admit to destructive policies pushed by the left, but truly welcome and much needed in this case.

CNN via Zakaria said the quiet part out loud. That being that in reality, it is the poorest and most disadvantaged in these Democrat-controlled “blue” states who pay the highest price – quite literally – for the ideological incompetence offered up by the far left in those states. Men, women and children who have long been taken for granted by the left.

But, from such Democrat-manufactured chaos and misery, could come a great deal of clarity and … increased “affordability” for the poorest in those beleaguered states. As the Trump administration continues to successfully claw back billions in stolen taxpayer money from those “blue” states, I suggest it establish a “lottery” for the poorest and most disadvantaged legal citizens in those states.

I’VE WORKED THOUSANDS OF MONEY LAUNDERING CASES — FRAUD IS A NATIONAL SECURITY THREAT

Once established, every single day, pick a name from the barrel and award that person $10,000. As one who grew up homeless as a child, I can assure you that such an amount is life changing for those without.

Such a lottery would have four immediate benefits. First, it would capture the news cycle and spread like wildfire. Next, it would awaken millions in these “blue” states – and tens of millions more across the country — to the fraud perpetrated upon them while cementing in their minds who just created the lottery to help them.

Next, it would demonstrate desperately needed and wanted accountability for such theft taking place. And last, it would create hope in those who have felt neglected and abandoned for decades.

For those decades, far-left criminal gangs — often aided and abetted by far-left politicians — have successfully stolen billions of dollars from the American people. Now that the Trump administration has exposed this theft, flip the script against those who created and abetted these schemes by helping those most hurt by the crimes. The “Hunger Games” created by the left become the “Feeding Games” for those without.

I can assure you millions of Americans will sign up for such a needed — and eye-opening — lottery.

Trump warns Britain on China ties as Starmer hails progress in Beijing

  • Starmer, Xi signaled reset in summit talks on Thursday.
  • Starmer becomes first British PM to visit China since 2018.
  • Latest Western leader engaging in flurry of China diplomacy.

US President Donald Trump said it was dangerous for Britain to be getting into business with Beijing, as Prime Minister Keir Starmer lauded the economic benefits of resetting relations with China during a visit there on Friday.

As Western leaders reel from Trump’s unpredictability, Starmer is the latest to head to China.

In three-hour talks with President Xi Jinping on Thursday, the British leader called for a “more sophisticated relationship” with improved market access, lower tariffs and investment deals while also discussing soccer and Shakespeare.

In Washington, however, replying to questions about the closer ties, Trump said: “Well, it’s very dangerous for them to do that.” He was speaking to reporters ahead of the premiere of the film “Melania” at the Kennedy Centre.

He did not elaborate.

Trump, who plans to travel to China in April, threatened last week to impose tariffs on Canada after Prime Minister Mark Carney struck economic deals with Beijing on a recent visit.

While a Downing Street spokesperson and China’s foreign ministry did not immediately respond to requests for comment, British trade department minister Chris Bryant said Trump was “wrong” to say what the UK was doing was dangerous.

“Of course, we enter into our relationship with China with our eyes wide open,” he told the BBC on Friday.

Around the time of Trump’s comments, Starmer told a meeting of the UK-China Business Forum in the Chinese capital that his “very warm” meetings with Xi had provided “real progress”.

Starmer hailed deals on visa-free travel and lower whisky tariffs as “really important access, symbolic of what we’re doing with the relationship”.

“That is the way that we build the mutual trust and respect that is so important,” Starmer said.

Before heading for the financial hub of Shanghai, he met Chinese business leaders, such as Yin Tongyue, chief executive of carmaker Chery, which plans to open a research and development centre for its commercial vehicle arm in the English city of Liverpool, a city official said during Starmer’s visit.

Not choosing between US and China

Starmer’s centre-left Labour government has struggled to deliver on promises of boosting Britain’s economic growth since taking power in July 2024, and he has made improving relations with the world’s second-largest economy a priority.

His visit to China comes amid Trump’s on-off threats of trade tariffs and pledges to grab control of Greenland, an autonomous territory of Denmark, which have rattled long-standing US allies, Britain among them.

Speaking to reporters on the airplane en route to China, Starmer said Britain could continue to strengthen economic ties with Beijing because of his country’s long history of working closely with the US

“The relationship we have with the United States is one of the closest … we hold,” he said, enumerating areas such as defence, security, intelligence and trade.

Starmer said London would not have to choose between closer ties with the United States or China, highlighting Trump’s September visit to Britain that unveiled £150 billion of US investment into the country.

Washington also received advanced notice of Starmer’s objectives on his China trip, a British government official said on condition of anonymity due to the sensitivity of the matter.

Starmer, who normally avoids criticising Trump, has been more willing to defy the US president in recent weeks.

He urged Trump to apologise for his “frankly appalling” remarks last week that some Nato troops avoided frontline combat and said he would not yield to his demands to annex Greenland.

Tough export market

German Chancellor Friedrich Merz is also expected to visit China soon, and Carney was preceded by French President Emmanuel Macron in December, when Xi accompanied him on a rare trip outside Beijing.

“To all world leaders meeting with Xi Jinping: China sells nothing but cheap products and cheap friendships,” the Republican-led US House Foreign Affairs Committee said on X on Thursday.

Before Trump’s comments on the closer ties, his Commerce Secretary Howard Lutnick said it was unlikely that Starmer’s efforts with China would pay off.

“The Chinese are the greatest exporters and they are very, very difficult when you’re trying to export to them,” he told reporters. “So good luck if the British are trying to export to China … it’s just unlikely.”

Asked if Trump would threaten Britain with tariffs as he did Canada, Lutnick said: “Unless the prime minister of Britain sort of takes on the United States and says very difficult things, I doubt it.”

BEIJING — Countries that shunned China during its trade dispute with the U.S. are now sending their leaders to Beijing for meetings with Chinese President Xi Jinping — and are keen to strike business deals.

At least five national leaders, including British Prime Minister Keir Starmer and Canadian Prime Minister Mark Carney, have visited Xi in January alone. Uruguay’s President Yamandú Orsi is due to make the trip next week — the first by a South American leader since U.S. President Donald Trump captured Venezuelan leader Nicolás Maduro and his wife in early January.

The Canadian and British leaders’ trips are the first in at least eight years, while a visit by Ireland’s prime minister on Jan. 5 was the first in 14 years. China had closed its borders during the Covid-19 pandemic and only reopened them in earnest in early 2023.

“These visits reflect managed, selective resets under rising U.S. policy uncertainty, rather than a strategic pivot to China,” said Yue Su, principal economist at the Economist Intelligence Unit.

“Keeping communication channels open with Beijing is increasingly seen as preferable to disengagement,” she said, “particularly as the gains from selective resets with China become more visible, and U.S. policy has grown less predictable.”

Since taking office 12 months ago, Trump has wielded tariffs not just on China but a slew of U.S. trading partners. In recent months, he’s increased efforts to ramp up U.S. influence over Venezuela, Iran and Greenland.

It’s an opportunity for Beijing, which has sought to portray itself as not only a partner for developing countries but also as a stabilizing force for the world.

“Maintaining distance from the United States indicates that these countries value ties with China’s large economy,” Cui Shoujun, an international studies professor at Renmin University of China, said in a phone interview Thursday. That’s according to a CNBC translation of his Mandarin-language remarks.

European and other countries may still need to align with the U.S. on security issues, but they are now increasing economic engagement, Cui said.

Facilitating business deals

Large business delegations often accompany national leaders when making state visits. Nearly 60 British companies and cultural organizations sent representatives to accompany the U.K. prime minister on his China trip. British pharmaceutical giant AstraZeneca used the state visit to announce plans to invest $15 billion in China through 2030.

Similarly, during Carney’s visit, Canada agreed to cut tariffs on a limited number of China-made electric cars to 6.1% from 100%, in exchange for lower Chinese tariffs on Canadian canola seeds.

Global businesses have also long been keen to sell to China’s large consumer market, the second-largest in the world.

For their part, Chinese leaders have urged visiting nations to create fair environments for Chinese businesses operating or investing locally. Many Chinese companies, such as electric car makers, have accelerated global expansion plans as domestic growth has slowed.

Beijing has increasingly made clear its efforts to build technological self-sufficiency and hold its own on the global stage.

Earlier this month, the head of the ruling Chinese Communist Party’s international affairs department wrote in the official party newspaper that China’s modernization efforts break a “Western-centric” model and gives developing countries a new choice.

U.S.-China still hold clout

But the overarching question remains tensions between the world’s two largest economies. Some of the visiting nations still count the U.S., not China, as their largest trading partner.

The five countries with leaders who visited in January — Ireland, South Korea, Canada and Finland — have a combined gross domestic product of $8.71 trillion, or less than half of China’s $18.74 trillion GDP, as of 2024 World Bank figures. The U.S. remained far larger with a GDP of $28.75 trillion.

China was the first major economy to retaliate against Trump’s “Liberation Day” tariffs in April 2025. The two countries reached a fragile one-year trade truce in late October, with Trump expected to visit China in April.

The American Chamber of Commerce in China hosted an appreciation dinner on Thursday evening in Beijing while Starmer was visiting, which included representatives from the Chinese side. In an opening address, Chair James Zimmerman urged both Trump and Xi to create a vision for greater global stability.

The potential for the two leaders to meet as many as four times this year marks “a moment for sustained leadership and meaningful progress that should not be missed,” Zimmerman said.

One of the opportunities for Trump and Xi to meet — as well as draw other world leaders to China — is the Asia-Pacific Economic Cooperation forum, which China is hosting this year. The APEC forum is set to hold a senior officials’ meeting in the southern Chinese city of Guangzhou early next month, ahead of the main economic leaders’ meeting in November.

But visiting leaders still must straddle a fine balance when dealing with China.

This week, Trump threatened 100% tariffs on Canada if Ottawa “makes a deal” with China and said it was “very dangerous” for Britain to do business with China. In a nod toward European industry interests, French President Emmanuel Macron threatened China with tariffs a day after he returned from his state visit in December.

“These trips are a hedging strategy,” said Jack Lee, a foreign affairs analyst at consultancy China Macro Group.

“They keep the China channel open as a way to preserve strategic optionality,” he said. But he cautioned that trust, especially between the EU and Beijing, remains limited.

President Droupadi Murmu received António Costa, President of the European Council and Ursula von der Leyen, President of the European Commission at Rashtrapati Bhavan and hosted a banquet in their honour.

Food became a quiet ambassador of culture during the 77th Republic Day celebrations, as India welcomed its European guests with a menu that travelled through the Himalayan belt. European Council President António Costa and European Commission President Ursula

von der Leyen, who attended the celebrations as chief guests. They were served a thoughtfully designed spread rooted in the culinary traditions of Kashmir, Ladakh, Himachal Pradesh, Uttarakhand and the Northeast.

According to PTI, the menu celebrated regional produce, age-old cooking methods and mountain flavours, while presenting them through a modern fine-dining lens suited to a state banquet.

Appetizers

The menu read, “India’s living culinary heritage – reimagined through the vision of a new generation of Indian chefs and culinary researchers who are redefining how the world experiences Indian cuisine. Drawing inspiration from the Indian Himalayan belt, each

course of the menu is a tribute to the wisdom of mountain communities, their landscapes, and their time-honoured relationship with food, while presenting these traditions in a contemporary and refined form.”

The menu opened with a set of appetisers that reflected the earthy, seasonal nature of mountain cooking. Jakhiya aloo, an Uttarakhand staple made with local mustard-like seeds, was served on a crisp mathri tart and paired with a sharp green tomato chutney. Alongside

it was jhangora ki kheer, prepared using barnyard millet, encased in a white chocolate shell and finished with meah loon, a berry salt sourced from Meghalaya. The combination brought together sweetness, texture and regional flavours in a balanced introduction to the meal.

The soup course was followed by sunderkala thichoni, a dish originating from Munsiyari in Uttarakhand with visible Tibetan influences. Buckwheat noodles were served in a slow-cooked broth made from roasted tomato, fermented eggplant, turnip and potato, accompanied by dried vegetable chutney. The soup was layered further with sides like baked Himalayan yak cheese custard with bhaang mathri, stinging nettle leaves glazed with mustard and lauki, and a winter carrot kadhi made using dehydrated carrots and tempered puree.

A refreshing Kumaoni salad, nimbu saan, brought together hill lemon, green garlic, hemp seeds, yoghurt and chilli salt.

Pre-main course and main course

For the pre-main course, pumpkin and sinki took centre stage. Inspired by fermented radish, the dish featured pumpkin and winter peas cooked slowly in buttermilk, paired with khatmora chutney, Himalayan yeast sauce and Kashmiri chilli oil. It was served with

Kashmiri katlam bread and coriander butter. The main course showcased Kashmiri guchhi mushrooms and Solan mushrooms in a burnt tomato sauce, accompanied by poppy seeds and Himachali swarnu rice. A trio of chutneys made with rai leaf, Kashmiri walnut chetin

and roasted tomato with akhuni added depth and contrast.

Desserts

Dessert stayed true to the Himalayan theme. A ragi and Kashmiri apple cake was served with timru and seabuckthorn cream, highlighting ingredients common to mountain regions. This was followed by a coffee custard made using beans from Assam’s Dima Hasao, topped with dates and raw cacao ice cream. The meal concluded with Himalayan honey-dressed persimmon paired with jambhiri lemon, offering a light and fragrant finish.

They finished the menu by thanking the chefs, “As part of Rashtrapati Bhavan’s commitment to promoting and providing a platform for India’s rich cultural, artistic and culinary heritage, this evening’s menu has been created and presented in collaboration with

Chef Prateek Sadhu and Chef Kamlesh Negi and their team, based in Kasauli, Himachal Pradesh.”

Deputy Prime Minister and Foreign Minister Ishaq Dar on Friday emphasised that the Generalised Scheme of Preferences Plus (GSP+) preferential trade scheme remained a crucial framework for mutually beneficial trade with the European Union (EU).

The EU’s GSP+ offers developing countries preferential access to European markets in return for commitments on sustainable development and good governance. Under the scheme, eligible countries are required to implement 27 international conventions covering human rights, labour rights, environmental protection, and good governance. In exchange, the EU reduces import duties to zero on more than two-thirds of the tariff lines applied to its exports. Pakistan is currently one of eight countries who currently benefit from this scheme.

In a post on X today by the Foreign Office, it said FM Dar chaired a high-level inter-ministerial meeting to discuss strengthening Pakistan’s economic and trade relations with the EU.

The post added that he highlighted the importance of enhancing trade cooperation, exploring new opportunities for economic engagement, and further deepening Pakistan-EU economic relations.

“He emphasised that GSP Plus remains a crucial framework for mutually beneficial trade and underlined the need to maximise its potential for Pakistan’s economic growth,” the statement said.

The meeting was attended by the commerce minister, Special Assistant to the Prime Minister Tariq Bajwa, Foreign Affairs Secretary Amna Baloch and senior officials from concerned provincial and federal departments and ministries.

A day earlier, Prime Minister Shehbaz Sharif held a meeting with EU Ambassador to Pakistan Raimundas Karoblis at the PM House in Islamabad. During the meeting, the prime minister said that Pakistan was committed to working closely with the EU on mutually beneficial trade enhancement initiatives, especially through the GSP+ preferential trade scheme.

Bills’ Josh Allen expects to be ready for OTAs after foot surgery

Bills' Josh Allen expects to be ready for OTAs after foot surgery

ORCHARD PARK, N.Y. — Josh Allen‘s walk up to his front row seat for new Buffalo Bills head coach Joe Brady’s news conference Thursday was not a fast one.

He was on crutches with his right foot in a walking boot following surgery Monday morning in Birmingham, Alabama. The surgery was done on a broken bone in his foot — the fifth metatarsal. Allen, 29, said the injury stemmed from an older incident that he aggravated in a Week 16 win over the Cleveland Browns. He did not miss any playing time due to the injury, though the reigning MVP described it as painful.

Allen did have to decline his appearance at the Pro Bowl Games during Super Bowl week due to injury.

“It’s a little painful right now, but it wasn’t a crazy surgery,” Allen said. “So not too long [of a recovery]. OTAs, I’ll be back and [it] shouldn’t hinder anything.”

The impact of the Bills’ season coming to a close with an overtime loss to the Denver Broncos in the divisional round of the playoffs, and the aftershocks that created — namely the firing of coach Sean McDermott — are still being felt by Allen. He said he found out about the firing via a phone call from owner Terry Pegula and then called McDermott immediately.

“I’ve got nothing but love and respect for coach McDermott,” Allen said. “The last eight seasons, eight years of my life, he’s been through ups and downs of me as a player, as a person, he’s seen me grow up in a sense. … We’ve had a lot of success here and I’d be lying to you if I’m sitting here saying that I feel like I didn’t have a part in it because if I make one more play that game in Denver, we’re probably not having this press conference right now. We’re probably not making a change and, in all honesty, we’re probably getting ready to play another game. And that’s the hard part to take in from my perspective, but that’s reality.”

Allen spoke to the media for the first time since the quarterback was visibly emotional following the loss in Denver. He said that he is still “sick” to his stomach about how the season ended but that as the days go by, he has become more in touch with reality.

In the teary news conference after the game, Allen noted it had been a long season.

On Thursday, he said he was referring to the impact of his injuries, the emotional toll of coming back late in games and the battle that resulted in the Bills not winning the division but still having a chance in the postseason.

“I still believe that we had the team to win the Super Bowl, and again, we didn’t make one more play, and that’s pointing the thumb right at me,” Allen said. “Everything moving forward is how do I clean my stuff up? How do I be the best quarterback, the best teammate, the best leader that I can be for the Buffalo Bills moving forward? What does that look like? It’s asking questions, it’s being uncomfortable with some of those answers, and then adapting and moving forward based on that.”

That process will come by working alongside Brady, someone Allen has worked with since 2022, first as his quarterbacks coach, then interim offensive coordinator before Brady took over that job full time in 2024.

Allen was involved in the interview process for the head coach candidates, and Brady said the quarterback asked some tough questions. Allen said that he took away lessons from the process, including different ways organizations can be structured, and that he felt a responsibility to be in the interviews for the rest of the locker room.

He said his key takeaways from the process are that the Bills are headed in the right direction and that he wants to be aligned with Brady regarding what he and others can do better and why they haven’t been able to get the franchise’s first Super Bowl victory.

“As much success as we’ve had over the last eight to nine seasons, we still haven’t been able to get the main job done,” Allen said. “So again, what does that look like? Who’s involved in those decisions of what it looks like? But I truly believe in the direction of this organization, starting from the top. And I think that, again, whatever Joe needs from me I’m going to do. And I think that it’s the right decision for this organization.”

Although Allen’s remaining professional goal is to win a Super Bowl, he noted that the next few months will offer plenty of personal fulfillment with his wife, Hailee Steinfeld, pregnant with their first child.

“I’m very much looking forward to that with my wife of becoming a dad,” he said. “It’s something that I will take with great pride, and we’re going to have to figure things out on the go, just like anything else. But this is the most important thing I’ll ever be in my life is being a dad. And I know I love being a football player and I love being a quarterback for the Buffalo Bills, but I’m looking forward to this one.”
